In its response to the Government’s fraud review, the Association of British Insurers (ABI) said that fraud was seen as a “victimless crime” against well-financed insurance companies.
However, Nick Starling, the ABI’s director of general insurance, said that the £1.5 billion figure was an “underestimate”.
